President Obama announced the appointment of a new federal Golf Czar today to promulgate major
regulatory changes he made this week by Executive Order. The President boasted that his plan will
create millions of new jobs by getting the rich to pay their fair share of taxes.
According to the Executive Order, the following names will be used to classify golfers:
Golfers with a 10 handicap and below will be called RICH or the ONE PERCENT.
Those between 11 and 18 handicap will be called MIDDLE CLASS.
Anyone above an 18 handicap or with no handicap will be labeled a POOR golfer.
Also effective immediately, the following new taxes will be charged to play golf:
RICH golfers will have their green fees taxed by 50% and pay an additional 20% tax for all golf
played between Memorial Day and Labor Day each year. Waivers may be requested for charity
events in writing no less than 180 days in advance of the event and will not exceed 35% of the
tax paid for each round played.
MIDDLE CLASS golfers will see no increase in green fees, at this time.

POOR golfers will get a $25 check each time they play golf to be funded by the taxes on RICH
golfers and paid in monthly checks or direct deposit. Forms will be available at all golf courses
and the IRS website to file claims.
The term “gimmie” will be changed to “entitlement” and will be used as follows:
RICH golfers get no entitlements, however golf taxes may be deductible. Please consult a tax
attorney or your U.S. Senator to determine eligibility.
MIDDLE CLASS golfers will be allowed entitlements for all putter length putts.
For POOR golfers, if your ball is on green there is no need to putt, just pick it up.
All golfers will be limited to a maximum of one birdie or six pars in any given 18‐hole round, and no
more than four birdies within a seven day period when golf is played on the same course.
To enforce the new rules, the President also announced the formation of a new regulatory agency
that will employ more than 100,000 workers. The President challenged congressional Republicans,
calling them the “Party of No” if they oppose his efforts to create these new jobs and provide
entitlements to POOR golfers.
The President’s press secretary said after the announcement that these new regulations apply to all
public and private golf courses in the United States but not to members of Congress. He also said
that courses not approved by the new federal Golf Regulatory Agency will be closed and their
property seized by the Internal Revenue Service. An IRS spokesman that attended the
announcement said it will need funding for approximately 50,000 new agents in 2012 to enforce and
collect the new taxes from RICH golfers and that waivers to the new golf rules and taxes can be
requested by Obama campaign contributors. He went on to say that all payments to POOR golfers
will be administered and processed by the Department of Veteran’s Affairs, and that additional
funding will be provided to the department for staffing and automation in next year’s budget.
The new Golf Czar did not take any questions from reporters because he had another appointment
(tee time).
Some prominent economists have said that RICH golfers will simply go to courses with waivers or
stop playing golf altogether in the United States. When asked who will pay the new taxes needed to
fund POOR golfer entitlements and the huge new regulatory bureaucracies when that happens, Fed
Chairman Ben Bernanke said, “Obviously the people with golf handicaps above 10 will have to pick
up the slack.” When pressed to clarify his response, Bernanke said, “When fewer people pay taxes,
the MIDDLE CLASS will have to pay more.”
